Civil liberties union sues NYPD over race records

NEW YORK --The New York Civil Liberties Union has sued the New York Police Department seeking records identifying the race of everyone shot by city police officers since January 1997.
The NYCLU says the lawsuit filed Monday in Manhattan Supreme Court is part of its effort to determine if race has played an inappropriate role in police shootings.
The group says that about 90 percent of people shot by police in years past were black or Hispanic. The NYPD says the finding comports with the fact that 98.6 percent of all shooting suspects in the last six months and 97.5 percent of shooting victims were black or Hispanic.

Logical fallacy? I'm not
Logical fallacy? I'm not sure. I just know I'm confused.
Who are the shooting suspects? Civilians suspected in shootings? And they're telling me that of close to 4mill nonblack and nonLatino civilians, only 1.4% of them, were suspected in shootings?
I'm not sure I see a logical fallacy. But that's because I'm not quite understanding the numbers.

They don't just discriminate in shootings
I think their point is that they target minorities disproportionately in all the areas of law enforcement, not just with the police shootings. "Of course we accidently shoot more of them, why do you think we pull them over for no reason so often anyways? Hello?"

Maybe...I figure there will be a couple of OJ moments around the country if Obama wins. But it won't be universal like the OJ reaction was. It will probably be an increase in intensity rather than numbers.
